ADA Paratransit Commentary
As early as 1973, some transit jurisdictions had a form of demand responsive transportation for persons with disabilities. In the mid-1980s those services became more organized and better funded through the Section 504 of the Rehabilitation Act of 1973. Finally, in 1990, those services became mandatory through the auspices of the Americans With Disabilities Act. Since that time, transit systems have struggled to meet the letter of the law as well as the spirit with varying degrees of success.
